The project Portugal–Denmark: Science, Innovation and Diplomacy (PCID), developed by SPOT Nordic, was recently featured on Jornal das Comunidades of RDP Internacional, a reference platform dedicated to Portuguese communities abroad and to promoting connections between Portugal and its diaspora.
This recognition highlights the growing relevance of PCID as a strategic initiative that places the scientific diaspora at the center of bilateral cooperation, showcasing the contribution of Portuguese talent abroad to the creation of new opportunities for international collaboration.

The project’s main objective is to comparatively analyze the science and innovation systems of Portugal and Denmark, with the aim of identifying priority areas to strengthen cooperation between the two countries. Although collaborations already exist, PCID seeks to promote an evolution toward more structured, sustainable, and impactful cooperation models.
To achieve this, the project includes the analysis of multiple dimensions, such as talent mobility and attraction, levels of investment in science and technology, knowledge production and innovation, as well as their respective economic impact. In parallel, it incorporates interviews with researchers, academic institutions, and policymakers, complementing quantitative analysis with qualitative perspectives based on direct stakeholder experience.
PCID is led by Daniela Murteira, a scientific diplomacy analyst at SPOT Nordic, and is guided by a central question: how can knowledge be transformed into concrete and structured collaboration between countries?
More than an analytical exercise, the project was designed with a strong results-oriented approach. It foresees the development of strategic recommendations, the organization of a bilateral institutional event, and the promotion of new initiatives for scientific and technological collaboration between Portugal and Denmark.
The project is supported through associative movement funding from the Ministry of Foreign Affairs, via the Secretary of State for Portuguese Communities and DGACCP, reinforcing the role of the diaspora and scientific diplomacy as pillars of Portugal’s international strategy.
The feature in Jornal das Comunidades reinforces the idea that science is built through networks, people, and connections between countries. It is precisely in this context that PCID stands out as a structuring initiative, contributing to strengthening scientific and institutional relations between Portugal and Denmark.
